Modi’s government is planning to introduce a new and sensational scheme. As per this central governement will give out cash reward of up to Rs one crore to secret informers who provide information to investigative agencies regarding Benami Properties. This scheme will be most likely to be announced in October, 2017.
According the sources, “An informer will get minimum Rs 15 lakh and maximum Rs 1 crore. But the information will have to be precise and accurate. The identity of the informer will be kept secret”. The Benami Transactions (Prohibition) Amendment Act, 2016 came into effect from1st November, 2016. But it doesn’t have any such provision. Seems the government believes that if there is an attractive award prize for informers then atleast some people will inform government about Benami property holders details.
However, it is to be noted that it is not the lack of laws that is the problem in the country but it is the implementation of them is actually the problem. Even though the government assures that information about informers will be kept secret, government has to reward the informers with cash prize through existing bueracracy only. Is there any guarantee that in existing bueracracy no official will reveal this names to other persons either for a bribe or for some sensationalism. People who have information also will still be skeptical about all these developments.
Even though this scheme helps to some extent, but this is definitely not panacea to end all the evils. What India needs is structural changes in the society. Bribery, nepotism, grass rooted corruption need to be eradicated to build a better India.
