Congress is not known for the ideological harmony. Cacophony is its signature tune. Otherwise M Satyanarayana Rao, former PCC president, would have sung paeans for chief minister K Chandrasaekhar Rao at a time when the party launched an attack on his programs and policies and the inherent corruption. The party is banking on the lacunae of Kakatiya, Mission Water Grid, two-bedroom houses etc to win the Warangal byelection. Suddenly, Satyanarayan Rao, who is popular as MS, jumped into the defense of the chief minister. He lauded all the schemes the Congress has referred to as great programs and the criticism against the was for criticism sake.
On Saturday another leader and MP Gutha Sukhender Reddy has opposed the bifurcation of present district in the name of administration conveniece. He said in the era of technological revolutions which transformed the world into a global village, administative convenience could better be achieved by adopting the technologies. He said mere bifurcation of land would not do any good instead it would heavy burden on the exchequer , which the new state of Telangana could not afford. If creation of new districts is inevitable, he suggested all 17 parliamentary constituencies could be converted into districts.
Writing a letter to Rajiv Sharma, state chief secretary Nalgonda MP Sukhender asked the government to refrain from taking any such move which lead to physical abuse. He wrote the letter at a time when Congress leaders in all districts such as DK Aruna, Nandi Yellaiah, G Chinna Reddy etc have bee fighting for new districts.
“Formation of new districts will be extremely cumbersome for the state exchequer. kindly note that the state government is already burdened with the huge non-plan budgetary expenditure on account of administration overhead and employee salaries. At this juncture, I personally feel, it is not advisable to incur additional administrative expenses from taxpayers’ money in the name of creating extra infrastructure.” A state like Telangana, which is newly created, should refrain from such physical abuse and focus on asset creation rather than live up to the populist election promises,” he said in the letter.
However, if the government was determined to form new districts in the spite of the objections he raised, Sukhender Reddy suggested that the existing 17 parliamentary constituencies could be converted to the districts. “You may kindly note that Parliamentary constituencies were created after thorough deliberations by a panel of experts which was headed by retired supreme court judge. Formation of districts analogous to the parliamentary constituencies, consisting of seven assembly segments each shall be convenient to administer and could be restrained to 17 in number, Further, the government can decide the district headquarters after due consultations from all the stakeholders,” he mentioned in the letter.
” Today’s world has been transformed into a global village on account of improved communication facilities. Mere physical bifurcation and reorganization of the land will not create additional convenience and comfort to the common man.” he said. The MP urged the state government consider adopting latest technology to reach out to the people and simplify procedures of administration so that people benefit by the ease of getting works done at the existing district headquarters, he added.
