Opposition parties have been alleging how contracts worth hundreds of crore are being given away to the near and dear to those in power in TDP ruled Andhra Pradesh. The Ruling TDP has always rubbished these allegations as opposition’s ploy to make their existence felt. Now, former Rajahmundry MP Vundavalli Arunkumar alleged how the contracts are being awarded in government and the role the so called advisors play in awarding contracts.
Writing a letter to chief minister Chandrababu Naidu, Vundavalli brought to light “the illegal, immoral, unethical practice followed by the government in awarding a work worth Rs. 333 crore to a company called M/S Tera Software Ltd., which was blacklisted a few months back by the TDP government itself.
Vundavalli’s letter reveals many things- how people are appointed to the positions and the role they play and their connections to the family business of chief minister Chandrababu Naidu. Vundavalli wants a thorough probe into the awarding of a recent contract of Fiber Grid worth Rs. 333 crore to Tera Software Ltd by Infrastructure & Investment (I&I)department, and the company’s connections with Vemuru Hariprasad, member of Tender evaluation Committee, I&I department, and his relationship with Heritage Group owned by CM Naidu’s family.
Details of the possible scam :
1. In August 26, 2015 a GO (No 10) was issued by Infrastructure and Investment Department appointing Vemuru Hariprasad as the member, Tender Evaluation Committee. In the same GO it was stated that first phase of Fiber Grid project would be implemented at a cost of Rs. 333 crore. Hari Prasad was already a member of e-governance authority, Electronics and IT Agency, Innovation society, Govt. of AP.
2. Apart from this Hariprasad is a Director, Tera Media Cloud Solutions, a sister concern of Tera Software Ltd. On May 11, 2105 the Managing Director, INCAP /APTS black listed Tera Software Ltd for a period of one year for non-compliance of delivery deadlines and was barred from participating in Andhra Pradesh Technology Services (APTS) tenders. However, the company had been removed from the black list in less than two months. And within days, it was awarded the huge contract worth Rs 333 crore, says Vundavalli. This means Hari Prasad is a member of Tender Evaluation Committee, the Tender goes to the company, in which he is a director, and he is also director in Heritage Finlease.
Connections of Vemuru Hariprasad :
1. Hariprasad is a director in the board of Tera Software Ltd. Tera Software and Tera Media Cloud are represented by same mail id belonging to Tera Software Ltd.
2. As per the records of SEBI Devineni Seetaramaiah was one of the directors of Tera Software till Septemeber 30,2014. He is also a director of Heritage Foods and Heritage Finlease.
3. RS Bakkannavar is the common director in both Heritage Foods and Tera Soft companies from the auditing firms. Hariprasad sits on the board of Seethepalli Gas Power Private Limited along with Rajesh Kolaru who is also director in many boards related to Heritage.
According to Vundavalli, Vemuru Hariprasad and Tera Software and Heritage appear to be closely connected and he wanted a probe into this triangular love story and forces Vemuru representing in the government.
