After Singapore experiment with the Andhra Pradesh new state capital Amaravati, Chief Minister N Chandrababu Naidu has decided to rope in Malaysian government. This time, he wants to partner wit Performance Management and Delivery Unit (PEMANDU), a wing of the Malaysian government to bring a turn-around in state’s economy targeting that the partnership would bring “Big Fat Results”.
Hyderabad: Andhra Pradesh State Development Planning Society, a GoAP wing, and Malaysian Government’s Performance Management and Delivery Unit (PEMANDU) will sign an agreement on December 15 at Vijayawada. According to GoAP, the initiative is taken in succession of the signing of a MoU between PEMANDU and NITI-Aayog in Kuala Lumpur on November 24.
PEMANDU and the Union Government will work as partners in rolling out impactful and meaningful public sector initiatives in the country. And, Andhra Pradesh is the first state government to work with PEMANDU to develop, implement and monitor government programmes and strategic developmental plans, it said.
The Chief Minister had also been in talks with PEMANDU and expressed strong intentions to adopt Malaysia’s PEMANDU model of focus-based approach to work on performance indicators and improve State’s income. PEMANDU will help teams across the government with designing and implementing projects. Andhra Pradesh’s partnership with PEMANDU will emphasize on appropriate governance and institutional mechanisms in tune with contemporary needs and aspirations of the people that will help the state to achieve the goal of being the best state in the country by 2029 and the best destination in the world by 2050.
Following the partnership, PEMANDU will identify the parts of the public sector, to target by conducting a series of extensive consultations, including a number of public surveys and issues related to public services.
After defining the key areas, the next step will be to define how to achieve success and impact within each one. To start this process, PEMANDU will organise a series of ‘labs’ on the prioritized education and retail sectors in the state.
Under its customized “Big Fast Results” Methodology, PEMANDU will provide on-the-job training to the Central Coordinating Team provided by the state government. It also manages a dashboard that holds data on each ministry’s progress. Progress will be monitored and scorecards will be updated on a weekly basis. This gives the team a chance to rigorously monitor performance. Sanjay Gupta, CEO Andhra Pradesh State Development Planning Society and Ex Officio Spl. Secretary to Government, Planning Department, Government of Andhra Pradesh and Ravindran Devagunam, Director, PEMANDU will sign the agreement.
What is PEMANDU?
Performance Management and Delivery Unit (PEMANDU) was established on the 16th September, 2009 as a unit under the Prime Minister’s Department, with the Prime Minister Mohd Najib bin Tun Abdul Razak as its Chairman. PEMANDU’s main objective is to transform Malaysia into to a high income economy in an inclusive and sustainable manner, address socio-economic concerns and create a conducive business environment.
It is a small team of less than 100 executives administrating the transformation agenda across 12 sectors, seven reporting areas and six policy initiatives. The executives work alongside 23 Ministries, and 169 companies.
In addition, PEMANDU also monitors the progress of the Government Transformation Programme (GTP) and the Economic Transformation Programme (ETP). It has been mandated to catalyse bold changes in public and private sector delivery, assist the ministries in the delivery planning process and provide an independent view of performance and progress of the sectors to the Prime Minister and ministers. The post of Chief Executive Officer of PEMANDU is held by Idris Jala. He is the only Minister without Portfolio in the Prime Minister’s Department. He played a crucial role in the turnaround plan of the Malaysia Airlines after the Malaysian government elected him as CEO in 2005. The airline’s business achieved a profit of $260 million recovering from a 9-month loss of $400 million. He was appointed as the CEO of PEMANDU in 2009.
