What is the credibility of chief minister Chandrababu Naidu assessment of performance of his ministers and many senior leaders of the party including MLAs and district party presidents.
Municipal minister Narayana is said to have refused to accept the report as a credible assessement. In the review of performance, Narayana has got very poor marks and he was assigned 19 th rank, last rank in the cabinet of 19 ministers. Today talking to media, Narayana said his rank was not 19 as was announced. This is a clear defiance by a minister.
Narayana said, grading of ministers was welcome, but the ranking he was assigned was wrong. He is said to have been peeved at the Naidu’s methodology of assigning ranks to the ministers in a haphazard way. He said to have expressed his displeasure over the ranks and chief minister Naidu himself had reportedly admitted to some defects in the methodology followed in grading the Telugu Desam ministers and leaders.
Then, why should Naidu release the report in the meeting of the high-level party coordination committee. If Narayana refuses to recognize the ranking, would any other minister accept it.
While rejecting the performance report, Narayana said he was ready to take corrective measure in case he had committed any mistake.
In fact for quite some time, chief minister Naidu has been threatening that the was assessing the performance of the ministers and he had the fate of every minister in his palmtop. There were also reports that Naidu and Lokesh have used ‘Penmandu’ system of Indonesia to assess the defects of the programs being implemented by various departments. Finally it turned to be a frivolous exercise, when a minister, who is most influential in the cabinet, said he had rejected the findings of Naidu’s performance assessment.
Many believe there is some politics in the whole exercise. According to sources, Naidu used the ranking to express his displeasure over the ministers who were trying to become autonomous using their proximity to the chief minister.
For the first time, majority of ministers revealed their contempt for Naidu’s style of assessing the performance. All the minister who were assigned ranks above 7 are said to have disapproved the ranks in private. ” The CM might have got wrong feedback on the ministers holding bigger departments like Municipal, Education etc, because of their frequent media exposure,” a minister is said to have remarked with his followers.
