Andhra Pradesh state government will be adopting a unique process of getting feedback directly from the beneficiaries of various welfare programmes by conducting phone surveys. The system was articulated by the Andhra Pradesh Planning Commission (APPP) so that to directly talk with beneficiaries to know lacunas, shortfalls and if any corrupt practices involves.
Unlike previously adopted Interactive Voice Response System (IVRS), this would be in interactive mode. If corruption or irregularities in the implementation of schemes surfaces, immediately a team will reach their place to take appropriate corrective measures. If some corruption involves, immediately bribed amount would be return.
This system will monitored by APPP Deputy Chairman Kutumba Rao, under the direct supervision of the Chief Minister Chandrababu Naidu. A separate call center with over 300 staff members was created for this purpose at Command and Communication Center.
The first survey will be conducted with over 31,000 women beneficiaries of Visakhapatnam, who were recently provided regularised house site pattas. Beneficial first will receive a call from the call center, A brief recorded speech of Chadnrababu Naidu will be heard. Later, they will be asked five specific questions.
The simple questions are : 1. Are you happy with pattas distribution process ?, 2. Any corruption by peoples representatives ?, 3. Any corruption by officials ?, 4. How do you feel of issuing pattas in the name of women ?, 5. Any other problems in this regard ? Only `yes’ or `no’ answers will be sufficient.
Their answers will be processed immediately in computers. Kutumbha Rao is hopeful that this process will ensure transparency in the system, put an end to corruption and also helps to estimate satisfaction level of beneficiaries. In a month time, he said this system will be extended to all programmes.
