In a significant move, the Andhra Pradesh government has modified its free sand policy, making it easier for people to transport sand from rivers for personal use. As per the revised rules, individuals can now use tractors, in addition to bullock carts, to transport sand from rivers to their homes without incurring any costs.
Previously, only bullock carts were permitted for this purpose. The government has now extended this facility to tractors, providing more convenience to the public. This change is part of the government’s efforts to simplify the free sand policy, which aims to provide sand at no cost to those who need it for personal use.
In another relief, the government has waived ‘Seigniorage’ fees, which were earlier levied on sand transportation. Furthermore, lorry owners will no longer face penalties for carrying excess sand, as long as the load does not exceed 40 tons.
The government has also given the green light for sand mining in ‘Patta’ lands, which are private lands with ownership documents. This move is expected to increase the availability of sand in the market. Additionally, the government plans to open 108 new sand reaches, which will further boost sand supply. Sand from ‘Patta’ lands will be sold at rates fixed by district committees, ensuring a fair deal for consumers.
The Mines Department Secretary, Mukesh Kumar Meena, has issued the revised orders, instructing the Director of Mines to implement these changes with immediate effect. This development is expected to bring relief to the general public, who can now access sand more easily and conveniently.
