Top bureaucrats in AP are finding it increasingly difficult to cope with career-spoiling threats under the suppressive Jaganmohan Reddy government. Adding to their fears, CM is continuing his unconventional and unconstitutional ways of governance with scant respect for the courts and the Central Government. Jagan just gives oral orders but it is the IAS officers who have to sign on the field level orders. They will also have to appear before the courts if anything goes wrong. In the painting of government offices with YCP colours, the High Court ordered reports from the Guntur district collector who is now answerable for the unlawful colourings.
Now, adamant Jagan has given oral orders for setting up special courts to fast-track rape cases under the AP Disha Act. In fact, this can be implemented only with the approval of the President and the Central Government. The bureaucrats involved in such tricky situations are fearing to face Jagan. If they blindly go ahead, it may create problems in future. If they disobey, the Jagan Coterie will start a character assassination campaign. Ex Chief Secretary LV Subrahmanyam faced similar situation before his humiliating transfer. A few days ago, a group of IAS Officers met LV and narrated their increasing problems. No wonder, IAS lobby may also rebel against oppressive Jagan soon in their own subtle ways.
