Following Puttingal Devi Temple tragedy in Kerala, in which about 110 people perished, Andhra Pradesh government instructed all the temple administrations in the state to stop fire-works display during temple festivals. The instructions, issued by JSV Prasad, principal secretary to Endowments department, will come into effect immediately.
The government has asked the Executive officer, Tirumala Tirupathi Devasthanam(TTD) as well, to undertake a thorough review of Tirumala as well as all other shrines under his control and upgrade facilities to prevent fire accidents.
As per the instructions, no fireworks should be used or allowed as part of any temple festival. Even if it is contemplated as part of the tradition of any particular temple, prior approval of the local district administration must be taken.
The government said the competitive fireworks display was responsible for the avoidable human tragedy at the Kerala temple. Stating that there were lessons to be drawn from the “unfortunate incident” of kerala, the government instructed all executive officers of temples to strictly ensure that Kollam-like accident is not repeated in the state temples.
The executive officer of all temples, whose income is Rs.25.00 Lakhs should approach the District Fire Officer and seek their advice on preparing foolproof plans for fire safety in the temples. The EOs need to submit a compliance report on the fire safety precautions taken in their respective temples. The government suggested many fire safety precautions which include widening of Mada streets, proper electrification, installation of fire safety devices, having clear entry and exit routes and also emergency fire escape routes, not putting thatched structures on temporary basis during summer etc.
The government has also instructed the EOs to remove the hanging electricity cables in temples and asked them to rewire them with quality cable and proper ducting.
“Adequate circuit breakers should be installed to avoid short circuits. Panel Boards and Distribution Boxes should be appropriate for the power load in the temple. The services of a electrical engineer or electrical expert shall be taken for this purpose,” the government order said.
Instruction have also been issued to all kitchens meant for prasadam preparation, Annadana Satram which are prone to fire accidents to take steps to avoid mishaps. The government has also asked the EO, Assistant Commissioners and deputy commissioners to handle Rathotsavam and Deepotsavam with extra care to avoid any untoward incident. Executive Officers as also Assistant Commissioners & Dy. Commissioners shall take special care to see that Rathostavams and Deepostavams and Teppotsavams are handled carefully to prevent untoward incidents.
