The Comptroller and Auditor General of India is the authority established by the Constitution of India to audit all receipts and expenditure of the Government of India and the state governments. CAG’s reports on Telangana government bringing embarrassment to TS government as it revealed some startling facts.
- As per findings in CAG report, Construction agency of T-Hub Phase received undue benefit of Rs 13.11 crore during execution, due to post-agreement changes.
The total cost impact was Rs 16.43 crore. CAG opined, this matter needs to be investigated and responsibility fixed - CAG also observed, irregularities in selection of consultants for construction of T-Hub Hyderabad Phase-II led to extra financial burden of Rs 16.70 crore to Telangana government.
- CAG also reported on bad state of health sector in Telangana. It found,
- Deliveries in public health facilities in Telangana declined from 69% in 2013-14 to 42 per cent in 2016-17.
- While mission Kakatiya boasts of reviving water bodies in the state, CAG observed 17 lakes in Hyderabad are not traceable and 9 were fully encroached.
CAG also busted tall claims of Telangana government saying Telangana is not a revenue surplus State as being claimed by the State Government. CAG found that revenue surplus of TS state was overstated by Rs. 6,778 crore on account of irregular accounting. The Telangana government registered revenue surplus of ₹ 1,386 crore during 2016-17 because of tis overstating of 6,778 crore. So, actually the state had revenue deficit of ₹ 5,392 crore in 2016-17.
