Andhra Pradesh government ESL Narasimhan said the state government was committed to impalement the reservations to Kapu, Balija,Ontari and Telaga communties without hurting the interests of backward communities. Justice Manjunath Commission, set up to recommend the government on the Kapu reservations, would submit the report in eight months, he said.
Addressing the joint session of Assembly and Council, on the first day of budget session, the governor lauded the setting up of the Kapu corporation to help small entrepreneurs among the Kapus, was first of its kind in the history of Andhra Pradesh. He said the state was planning to spend Rs 6000 crore on the activities of the corporation in the next three years.

The governor also highlighted the establishment of Brahmin corporation to help the poor among the Brahmins in the state. ” The state government will take up the categorization of Rajakas as SC community and Boyas as the scheduled tribe with the centre,” the government said. The governor reiterated the commitment of the state government to complete the Polavaram phase one by 2018. He said the government had embarked on the mission to transform Andhra Pradesh into a droughtless state.
He said the government was actively pursuing the project of building an express highway between Amaravati and Bengaluru connecting Kurnool, Kadapa and Anantapur. The project would bring the Rayalaseema closer to the new capital of Amaravati. The Governor continued his address despite the booing from the opposition benches.
The governor said the help from the centre had not come as expected. ” The state is passing through a critical stage following the bifurcation of Andhra Pradesh. So far Andhra Pradesh had received just Rs 2300 crore,” the governor said emphasizing the inadequacy of the funding.
Still, the governor said, the state government was taking steps to achieve a growth of 15 per cent.
