The JFC Report chaired by Former Union Home Secretary Padmanabhaiah made some startling revelations. Eminent people like IYR Krishna Rao (former Chief Secretary of residual AP), Jayaprakash Narayana and others have worked for the JFC report.
Speaking to the media representatives, Jayaprakash Narayana stated, the Centre had to release Rs 74, 542 crores for various developmental project proposals put forth by the State Government. The report also pointed out, the AP State Government has failed multiple times in procuring the funds from the Centre.
‘The AP State Government failed to submit bills, and other details of various projects. This delayed the release of funds from the Centre, which further stalled many projects. Factually speaking, the Centre too had not fulfilled many promises. Given their ‘New Metro Policy’ which became a law in 2017, casts dark clouds on Vijayawada and Vishakhapatnam metro projects. According to the law, a project will be considered only with a minimum return of 14%, against 10% in the past.
The Central Government is liable to release Rs 16, 447 crores, given the fact that, Centre bears 90% of the cost of projects for Central Scheme Projects.
On a whole, the Centre released (or is willing to release) Rs 8131 crores; Rs 4118 crores towards Revenue Deficit, Rs 2110 crores towards Backward areas, Rs 853 crores towards Institutes of National Importance and Rs 1050 crores for the Capital’, concluded Padmanabhaiah.
