Entire Rayalaseema can wait for the crossing of Krishna water into Penna basin in order to get its thirst quenched . Naidu repeatedly said his next priority, after Amaravti, was linking Krishna water with Penna and supplying drinking water to the four districts of Rayalaseema. At least, it is the justification the other day the chief minister put forth while canceling the Rs 4300 crore massive drinking water project cleared by ex chief minister Kirankumar Reddy for Chittoor district . While canceling, Naidu asked the people of villages and towns proposed to be covered by Kirankumar Reddy’s project to wait till the Krishna water transferred to Chittoor district through Galeru-Nagari canal. But, he doesn’t want Kuppam people to wait for the arrival of Krishna water. Because, the constituency is a VIP constituency. It can’t wait with bated breath for drinking water like other constituencies represented by lesser mortals.
On Thursday, government of Andhra Pradesh cleared a drinking water project covering 533 water scarcity habitations in four mandals of Kuppam constituency namely Kuppam, Ramakuppam, Santhipuram and Gudipalli. The project, costing Rs 2322.00 lakh (Twenty three crore and twnty two lakh), has been cleared under special development fund and as a special case. The project is being treated as special case because it is represented by none other than chief minister Chandrababu Naidu himself and it’s Chandrababu Naidu’s pocket borough. And also the constituency can’t wholly be dependent on the mercy state treasury which is already under strain. So, a novel way to implement the project has been devised. The project will be implemented in a cluster based approach by setting up 15 water rearmament plants with the participation of two important money-rich trusts.
How this project going to be implemented ?
” M/s. TATA Trust and M/s. NTR Memorial Trust have come forward to undertake Community Water Treatment Plants in Kuppam Constituency of Chittoor District under NTR Sujala Pathakam and indicated that they would be contributing 48% (by M/s. TATA Trust) and 26% (by M/s. NTR Memorial Trust ) respectively and for the balance 26% will be borne by the Government, making the project Public Private Partnership (PPP) project.”
Kuppam is relatively a rich and fertile area. Still, government clears the project as a special case, TATAs, and NTR Trust set up by Naidu himself in 1977. come forward to bear the expenditure of the project meant to supply treated drinking water to the most pampered Assembly constituency in Andhra Pradesh.
The proposal has been cleared with amazing speed.
1. On November 4, 2015, Chief Engineer-1 (Admn.,) Rural Water Supply and Sanitation, A.P, Hyderabad has requested the government to accord administrative sanction for providing water to entire constituency.
2. And in just 17 days, Technical Advisor, PR,RD & RWS mentioned that it is planned to cover habitations in cluster based approach. Devises a formula to implement the project.
3. And in no time, M/s. TATA Trust and M/s. NTR Memorial Trust have come forward jumping with joy to undertake project under NTR Sujala Pathakam and indicated that they would be contributing 48% by M/s. TATA Trust and 26% by M/s. NTR Memorial Trust and for balance 26% they have requested the Government to provide funds under Public Private Partnership (PPP).
