Chief minister K Chandrasekhar Rao’s deadline for the creation of new district by Ugadi is unlikely to be met. Government of India is said to have informed the state that it couldn’t provide more IAS and IPS officer needed for the administration of new districts. Now the state either has take up the matter in phases or wait till the adequate number of IAS and IPS officer are made available by the centre.
Immediately after the formation of Telangana state, chief minister K Chandrasekhar Rao announced that the government would create new districts for better administration of the state. The statement triggered a competition between ruling and opposition parties for the creation of new districts and to avoid carving a particular region as a district. Dharnas have been organized for districts and in opposition to certain districts. In this backdrop the CM appointed an official committee headed by chief secretary Rajiv Sharma to study the various requests and in the same breath, the opposition to a particular district.
Amid this brouhaha came the clarification from the centre that it can’t provide addition force of IAS officer to meet the demand of new districts.
The centre is said to have clarified to the Telangana when the chief secretary met officials from Department of personnel and training (DoPT) to place the state’s request for increased allocation All India Service officers to the Telangana state.
Creation of new districts is not simple geographical division of the districts. If the state government were to divide the district, it would also ensure that the adequate number of AIS official to man the district administration such as IAS, IPS and IFS officer. The members of these services have to be provided by the centre. State can’t appoint anybody as the district collector or superintendent of police as it normally does in the case of political appointments.
So the chief minister KCR deputed Rajiv Sharma and CCLA Raymond Peter to New Delhi to convince the centre to allocate adequate number of IAS, IPS and IFS officers to the new state. In these meetings, the DoPT officials are said to have clarified the centre that they was not in a position to meet the request for more AIS officer as there was already shortage officials, especially among the IPS.
Against this background, chief minister KCR’s Ugadi deadline for new districts is unlikely to be met. Let’s have a look at the proposals for the new district. The Rajiv Sharma’s officers committee is said to have received about 50 representations from various individuals and organization, which include Speaker Madhusudanachari (Bhupalpalli district), Irrigation minister T Harish Rao (Siddipet) Nizambad MP Kavita (Kamareddy), Congress leader DK Aruna( Gadval), TDP leader Motku Narasimhulu (Yadagirigutta) etc.
