YSR Congress party on Wednesday morning submitted a no-confidence motion against Andhra Pradesh Assembly speaker Dr Kodela Sivaprasadarao. A team of MLAs of the party led by deputy leader Jyothula Nehru submitted the notice to Assembly in-charge Secretary Satyanarayana. The notice has been submitted under rule 71-73. They said they had lost confidence in the speaker as he was evidently biased against the opposition party. They alleged that the speaker had refused to give opportunity to the YSRC members to speak on the subjects that came up for discussion in the just concluded winter session. They were especially disappointed by the speaker when he refused a thorough debate on what they called call money and sex racket.
Similarly they expressed disapproval of selective leaking of video clippings of the Assembly proceedings to the media. The clippings of YSRC MLA Roja, in which she purportedly used abusive language against a TDP woman member, were doing rounds in social media. They asked the secretary to tell how the footage, which was not telecast live, had gone out of the custody of Assembly.” Video footage is property of the House. It is not supposed to go out without the permission of the speaker. This is highly objectionable,” the MLAs said. They demanded an inquiry into the leakage of video footage.” Either it should have gone out with approval of the speaker or it should have been leaked illegally,” they alleged.
They charged that speaker was taking decision unilaterally. They said they had to take the extreme step of serving notice for no-confidence motion as they felt they could not discharge their duties as MLAs as long as Kodela was in chair.
A copy of the resolution of the YSRCLP, and the clippings of video footage leaked to media had been submitted to the speaker office.
They said speaker had to respond in two weeks. Asked if they had enough strength to get the resolution adopted in the House, the YSRCP MLAs said,”Let the resolution come up for discussion in the House first. Then you will know the position,” they said adding that the there had been no change in the attitude of the speaker from previous session and now.
” Earlier too the YSRCP thought of moving the no-confidence motion.But we dropped the idea hoping some change in the speaker Kodela’s way of conduct of the House. No change has been notice. So, we are forced to serve the no-confidence motion this time round,” the MLAs said after submitting the notice to secretary of the Assembly.
