Even thought the Congress and BJP have been demanding immediate Assembly session to discuss many issues confronting the state, TRS government is planning winter session of Assembly next year only. This means there won’t be a winter session in 2015 for T-Assembly. Normally winter session of the Assembly is held in December, the new year begins with the budget session.
This has been the practice in Parliament and united Andhra Pradesh. Now, the government of new state Telangana is said to have postponed the winter session to next year, 2016. The year begins with winter session, which is unusual. The T-Government seems to have taken this decision because of chief minister K Chadrasekhar Rao’s preoccupation with Ayuta Maha Chandi Yagam in the December. The massive Yagam which commenced on December 23, will come to a close on December 28. So, a winters session in December is not possible. As a result the winter session had to pushed to the last week of January. This will also help the ruling party to avoid discussing controversial issues in the run up to the GHMC elections. Now, the winter session is likely only after the GHMC elections.
Assembly Speaker S. Madhusudan Chary said that the winter session of Assembly would be held in the last week of January. He said issues including drought situation are likely to be discussed during the session. The government will finalize the dates soon.
The Speaker informed that complaints lodged by different parties against the MLAs who defected to TRS were under consideration. However, he said that the decision on their disqualification would be taken only after taking advise from the Constitutional experts.
BJP floor leader K Lakshman says there are too many issues before the people and wants immediate session. “These issues include farm loan waiver, farmers’ suicides, unemployment, regularization of contract laborers, student scholarship and fee reimbursement, grievances of SCs, STs, BCs, women and minorities, drinking water scarcity in Hyderabad, housing for the poor, interference of ruling party in GHMC elections, issue of ration cards, and law and order situation in the state,” he said.
On the other side, opposition Congress party, which is not happy with the T-government’s way of tackling the drought, wants a special session to discuss the issue. Leader of Opposition in Legislative Council of Telangana Md Ali Shabbir said a special session of Assembly and Council should be convened for at least 8-10 days in current month itself to discuss the shortage of drinking and irrigation water and strategy to prevent rise in prices of essential commodities due to drought.
