Worrying visuals from Vijayawada

Heavy rain is battering Vijayawada, making residents of the city anxious about what lies ahead. Most of the city is flooded and already homes in low lying areas are facing alarming water levels, raising fear of getting submerged. Amid this rain emergency, the pictures and videos being shared by residents about the situation in their locality on social media, are making everyone worry about the safety of Vijayawada public.

According to the weather observors, Vijayawada received about 187 mm rain over the past 24 hours. These incessant rains have not just thrown normal life out of gear, but also killed four people, as landslide occured in Mogalrajapuram in the city.

Several areas in Vijayawada like Pandit Nehru Bus Stand and surroundings, One Town, Suryaraopet, Vidhaydarapuram, parts of Eluru Road and others have been flooded, making it difficult to step out of homes. Most of the roads also have been flooded, making vehicles stuck in the middle of the road.

As landslide occured on Vijayawada Kanakadurga temple Ghat Road, police have blocked the road and taking preventive measures.

Vijayawada Municipal Corporation officials and Police have been on high alert and monitoring the situation in the city to take up rescue and relief measures wherever necessary.

With more rains predicted in Andhra Pradesh for the next two days, Vijayawada people are certainly facing a dangerous situation. They are advised to exercise necessary caution and not to step out of homes.

Modi speaks to Jagan on Andhra flood situation

Prime Minister Narendra Modi spoke to Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy over phone and enquired about the situation in the state due to heavy rains.

The Chief Minister explained about the high intensity situation in Nellore, Anantapur, YSR Kadapa and Chittoor districts due to the heavy rains and the steps being taken by the government.

Reddy told the Prime Minister that Navy helicopters were being pressed into service.

The Prime Minister assured all help to the State in tackling the situation.

The Chief Minister will be conducting an aerial survey of the flood affected areas on Saturday.

Reddy will cover areas affected by heavy rains including Kadapa, Chittoor and Nellore.

Earlier, the Chief Minister told the state legislative Assembly that the state government will come to the rescue of the people hit by heavy rains and assured them all help.

During a short discussion on welfare of farmers, he said he has directed the district collectors of Nellore, Chittoor and YSR Kadapa districts to be liberal and compassionate towards the needs of the people.

He said two Naval helicopters were dispatched to Anantapur and YSR Kadapa districts each for rescue operations and discussions are being held to press five more naval helicopters into service.

Reddy expressed his deep condolences to the families of the people lost their lives due to heavy rains and directed the officials to provide them a compensation of Rs 5 lakh on war footing.

He said teams were formed to access the damage to crops and added that crop enumeration will be done once the rains recede.

He said seeds will be provided at 80 per cent discount to groundnut farmers whose crops were damaged by heavy rains in Chittoor, Anantapur and YSR Kadapa districts and at 80 per cent discount to paddy farmers in Nellore district.

The Chief Minister assured that the crop loss of Rabi season will be given in the same season before onset of Kharif.

AP govt seeks Rs 840 crore immediate flood relief

An inter-ministerial team from the Centre on Monday met Andhra Pradesh chief secretary Nilam Sawhney to discuss the damage caused by the recent torrential rains and flash floods that hit the state.

The central team held a meeting with the Chief Secretary at the Secretariat. The state administration, across all major departments, presented a photo exhibition before the central team to show the extent of damage caused to the crops and loss to property due to the floods. 

The Chief Secretary told the central team that the floods caused more than Rs 6,386 crore damage to crops and properties in the state and sought an immediate release of Rs 840 crore. Apart from agricultural and horticultural crops, the floods have caused severe damage to fisheries, animal husbandary, sericulture, roads and other state infratructre. The Roads and Buildings department incurred a loss of Rs 2,976 crore, the CS told the visiting central team.

During the visit, the central team assessed the situation in the rain and flood affected areas in Guntur. The team was represented by officials from agriculture, finance, department of Water Resources, Power, Road Transport and Highways and Rural Development. The Central team had toured the flood-affected agriculture and horticulture fields in Kolluru and Bhattiprolu mandals of Guntur district.

Earlier in the day, district collector A. Md. Imtiaz gave a detailed presentation on the crop loss in Guntur district with a power-point presentation, photo exhibition. He told the central team that roads and power installations suffered severe damage, while standing crops in thousands of acres were destroyed.

The district collector has apprised the central team of the extent of crop damaged. He told the officials that crops were damaged in 17,000 hectares of crop was damaged in agricultural fields, while 8,000 hectares of horticultural crops were affected.  The district collector submitted a detailed report on crop damage to the Central team.

The central team visit comes in the wake of Chief Minister Jagan Mohan Reddy’s letter to Union Home Minister Amit Shah requesting that a team be sent to the state to enumerate the losses caused by torrential rains and floods. The Chief Minister had sought Rs 2,250 crore as immediate flood relief. As per preliminary estimates, the state suffered damage to the tune of Rs 4,450 crore due to the deluge from October 9 to 13 and the consequent flooding.

Calculated Move: Centre Releases Rs 700 cr to AP

Following hue and cry from Andhra Pradesh over the priority given to Tamil Nadu in releasing  the calamity relief fund to take relief activities in the flood ravaged districts, the centre on Wednesday made available  Rs 700 crore to the state with a rider. This amount is not from calamity relief fund which is  normally a grant. But, the centre, to blunt the criticism  from Andhra Pradesh, has diverted the  amount due from the commitments it has to fulfill under Andhra Pradesh Reorganization Act.204. If added to the already released 330 crore, the centre calculated , the total releases from the union government would be Rs 1030 crore in.

This is because, according to the union finance ministry officials, the state of Andhra Pradesh had already availed the funds  ear marked for the for state for calamity relief under finance commission recommendations.

“During  the financial year 2014-15, Andhra Pradesh had been  given both its installments of Central contribution to the SDRF totaling Rs 230.85 crore. For the year 2015-16, both installments of central funding for SDRF of Rs 330 crore had been released earlier (in May and October 2015). So, the entire SDRF share for the year 2015-16 amounting to Rs 330 crore had been availed and there was no balance,” sources in the union finance ministry said. However, the sources  added, to augment the State Fund, a sum of Rs 700 crore was released on November 23 as part of certain commitments made to AP consequent on the Re-organization Act of the erstwhile composite State of Andhra Pradesh, a communique from the Finance Ministry  explained.

In the same breath, the Centre on Wednesday assured the State government that it would come to the rescue of AP to undertake restoration works in flood-hit Chittoor, Nellore and Kadapa districts, based on the report submitted by a Central team.

“Once, Central Team assesses flood damage and submits the report, appropriate measures will be taken from our side,” the Centre told the State government in  the communique.

The centre clarified that taking note of the severity flood situation in Tamil Nadu and Andhra Pradesh, it had taken immediate steps to release funds to the two States to augment their liquidity position.

“A letter has been received from the Chief Minister of AP seeking central assistance in connection with flood damage. A Central team will be sent to AP as soon as its memorandum is received. Further assistance, if any, beyond the SDRF available to the State will be decided by the Centre after examining the assessment made by the Central Team,” the Centre stated.

According to the note, the framework for financial assistance in the case of natural disasters is based on the recommendations of successive Finance Commissions. Under the present framework, every State has a State Disaster Relief Fund (SDRF). 75 per cent of the resources in this fund are provided by the Centre each year in two installments, and the balance of 25 per cent is provided by the State government. If a disaster is of a magnitude which cannot be met from the SDRF, then States may make claims from the National Disaster Relief Fund (NDRF). Release of resources from the NDRF for floods is based on an assessment made by the Central government.
