Even as the Congress leaders from the Ranga Reddy district are on war path against the abandoning of the original Pranahita-Chevella project, which would also benefit the district, the TRS government on Tuesday announced the setting up of special purpose vehicle (SPV) Kaleswaram lift irrigation scheme. The SPV is names as as “Kaleshwaram Irrigation Project Corporation”. Kaleswaram project is seen ploy to abandon the original project, which was approved by the centre.
The main aim of the Special Purpose Vehicle is that it will plan, appraise, approve release funds, implement, manage, operate, monitor and evaluate the project. The Special Purpose Vehicle will be headed by a full time Chief Executive Officer and have nominees of State Government and financial institutions on its Board. The chief executive officer will be appointed soon. Now the principal secretary irrigation is the chairman of the board of governors. The State Government will put in a capital corpus amount of Rs.100.00 crore in the Special Purpose Vehicle. Special Purpose Vehicle may take assistance from any of the empanelled consulting firms for procurement of goods and services, transparent and fair procedures as prescribed under the State financial rules.
Participating in Harita Haram project in Husnabad on July 5, chief minister K Chandrasekhar Rao announced that a major project would be constructed near Kaleswaram that would provide drinking and irrigation water to the North Telangana. But, the hell broke loose with the announcement. All opposition parties cried foul and said this is meant to abandon the Pranahita-Chevella project which was planned by Congress government. Now, suddenly today the setting up of SPV has been announced by Principal Secretary, irrigation department.
